THE AFL will announce on Tuesday afternoon whether the interchange system will be changed for next season, following an AFL Commission meeting on Monday.
Concerned at increasing congestion around the football, the League has been considering whether to keep the existing three interchange and one substitute set-up or make a change aimed at reducing rotation rates.
The two other options canvassed by the Laws of the Game committee were a two-and-two system or a cap of 80 interchange rotations per game.
Reports on Tuesday suggested the committee's recommendation to the commission, who have the final say on any rule changes, was for a limit on interchanges.
Richmond legend Kevin Bartlett, a member of the laws committee, said on Tuesday morning he supported the idea.
"I've been very strong that I believe the game is full of congestion, with too many players around the ball, and the game would be far better off if we were able to spread those players around the ground," Bartlett said on his SEN radio show.
"I believe by having a cap it would enhance the game."
But the AFL Players Association has lobbied strongly against any change.
CEO Matt Finnis told AFL.com.au on Saturday that players needed more time to adjust to the current system, only introduced in 2011.
"Players are concerned at the pace of rule changes occurring and would prefer the recent change to a 3:1 interchange structure to be maintained for a period which allows meaningful analysis of the intended and unintended consequences of the rule on both the game and its players," Finnis said.
"To simply rely on increasing fatigue levels of players has many potential implications which require significant consideration."
After climbing sharply in recent years, average interchanges per game plateaued in the first season of the substitute rule, but rose to around 131 in 2012, up from 118 in 2011.
A form of the interchange cap system was trialled in the 2008 NAB Cup, when interchanges were limited to 16 per quarter.
